When a new person joins your city, you may be wanting them to register to be a civilian in your network. This will give them the choice to get new licenses and store their roleplay character information privately in your database.
To create a civilian, simply go to the Civilian Database and hit "Add Civilian" in the top left. Once you have done this, you will need to enter their information and then they will show up in the database.
